Delcasse's Commission of Inquiry into the state of thi> navy visited the battleships Justice and Libcrto (both of 14,635 tons, carrying four 12in. guns, and completed only two years ago). Tlio Commission found the boilers of the battleships in a lamentable condition, necessitating rehoilering. Tlio work done on the new French Dreadnoughts, now under construction, is considered to be satisfactory, but the Commission found grave and dangorous neglect in the melinite stores and in the workshops.
