Morgan, Special Commissioner of tho Manufacturers' Association of Great Britain, who recently visited Australasia, read a paper before tho Colonial Institute on tho Empire's trade, in tho shape of a resumeof his official report. Mr. Morgan said it was an imperative duty of tho British Government to encourage tho employment of British capital within the Empire. Only by so doing could tho Empiro be mado self-supporting within a reasonable period. Mr. Henry Birchenough, Director of tho British South Africa Company, who presided, expressed a hopo that a steady wido policy for tho defence of tho Empire's trado would bo developed, becauso wo wero competing with peoplo who wero bending their whole energy to tho defence of their trade. Mr. Taverner, Agent-General for Victoria ridiculed what ho termed tho gross misstatements of Mr. A. J. Wilson in the Investors' Review,» and his allegations that Victoria was in a stagnant state, and that tho colonies lived on borrowed money. Mr. Taverner showed that Victoria's liability to English investors had been reduced by seven millions in three years.
