In tho House of Commons, the Primo Minister, Mr. Asquith, replying to a' question by Sir Gilbert Parker, said that Canada Dad founded a Foreign Affairs Department corresponding to tho Department of External Affairs in the Commonwealth. There was vo suggestion that Canada was increasing her powers to deal with external affairs. WATERWAYS TREATY. • (Reo. March 5, 9.40 p.m.) London, March 5. The United States Senate has ratified tho treaty regulating the question of-tho inland waterways of Canada and the United States.
