As Provincial Councillor, member of Parliament, and Minister of the Crown, tho tlon. C. H. Mills, who has now been appointed a member of the Legislative Council, lia3 had a long and interesting public career. He was born in 1844, was a member of tho Marlboroiigh Provincial Council from 1874 until the provinces were abolished, iind a member of tho House of Representatives for Waimea-Picton, Waimen-Sounds, and Wairau, successively, from 1893 till 1903. In 1900 ho joined tho Seddon Ministry as Minister for Customs and Minister-in-Chargo of the Valuation Department, Advances to Settlers, nnd Cook and other islands, and in tho Hall-Jones Government, in 1906; ho held the same portfolios, with tho addition that ho was Minister for Immigration. On retiring from the Ministry, he received permission to retain tho title of Honourable.
