A protocol has been signed embodying the terms of the Austro-Turkish settlement. Tho Turkish boycott of Austrian goods is rapidly disappearing. St. Petersburg, February 27. Russia has agreed to join the other Powers in bringing diplomatic pressure to bear on Servia. This step will show Servia that she cannot rely upon tho Russian Panslavs.
