The "Toronto Globe," a Ministerial organ,' referring to tho proposal to; set up a Department of External Affairs, and replying to those who are impatient for tho independence of the Dominion, admits that Canada's evolution is in that. direction, but adds: — "On the whola it is better that it should be' go slow as to attract little attention ana cause no irritation." A recent;cablegram announced that Sir Wilfrid Laurier, moved the introduction of a Bill providing- for the establishment of a Foreign Affairs Department. Mr. Gibbons, chairman of the Canadian section of the International Waterways Commission, recently expressed the opinion that the time had arrived for Canada to ho the mistress of her own house, and have control of her own foreign affairs.
