KAISER'S TELEGRAM.
THE MOROCCAN AGREEMENT-
SEVERE CRITICISM IN BERLIN. STATEMENT BY PRINCE BTJLOW. (BT TCLIGItiPR—rKIiSS ASSOCIATION—COPIBIOIIT.) Paris, February 22. ■ In connection with the Franco-German treaty with regard to Morocco, .the French pross is utilising the Kaiser's: congratulatory telegram to. Prince de Radolin, Gorman Ambassador at. Paris, to prove the Kaiser had friendly inclinations towards Franco, but had been thwarted by the Chancellor, Prince Bulow. :
The fact that the Kaiser sent Prince de Radolin the telegram without Prince Bulow's knowledge has caused severe criticism of his Majesty in Berlin.
Prince Bulow, speaking at a banquet yesterday, raid that ho and M. Jules Cambon (French Ambassador to Germany) settled the Moroccan agreement, thus implying that it was not Prince de Radolin who deserved the Kaisor's thanks.
