Kiamil Pasha, upholding tho programme of the Liberal Union, based on the maintenance of tho Turkish Constitution and rights of all classes and races, has introduced changes in tho Cabinet, and has thus frustrated an attempt to form a military dictatorship under Youssouf Iyzebin, the latter representing a committee of 'the Union of Progress, whoso influence is waning.' Nazim Pesha is the new Minister for War. Hβ is a liberal-minded statesman, and- reorganised the Adrianople Corps. 'Husni Pasha, the new Minister for Marine, was attached for some time to the British Navy.'
