CONDITIONS.OP POLLING. Exactly how citizens! of Greater Wellington have viewed tbo course adopted by the "City' Council during'the past few months in regard to city improvements will bo made known to-day. Ratepayers will .have ballot papers issued to them to-day, and, by the stroke of their pen, may authorise loans amounting in all to £208,400; or they may veto any or the whole of them. These special loans, if authorised, are to bo floated locally (or,otherwise) by tho issuo of debentures under tlio provisions of the Municipal Corporations Act, 1908, the Local Bodies' Loans Act, 1908, the Tramways Act, _ 1908, and all other powers (if any) which tho council may possess. '
