The new regulations providing for the examination, of tow as well as hemp by the Government graders , came into force this week. ,The regulations were the outcdmo of complaints made to Mr. C. J. Fulton, chicl tbro expert, when he was in England, to the eftecfc that rubbish was sometimes put into bales of tow, in some cases entailing a loss of 45 per cent. Mr.' BSilton. and Mr. ■W. H. 0. Johnston (Government Grader) ■were engaged yesterday in the examination of several bales of tow and instances'of the careless packing complained of are stated to have been discovered. - ~
