BULGARIAN EXPLANATION. ■ Sofia, January . 26. 1 General Paprikoff, Bulgarian Minister for Foreign Affairs, stated in a speech in the Sobranje, that Bulgaria had information to the effect that the Porte appeared to be determined to support her territorial claim on the frontier by force. Turkey had re'inforccd her troops in the Adrianople district,! hence the mobilisation of a Bulgarian division, in the face of this menace, was purely a preventive measure.
