Councillor Southgate then moved :— ''That any applicant for a plumber's license, who has not a Technical School. certificate, if he proves that ho: has been at tho trade for fifteen years 'and. over 35 .years of age, to granted "tho" license ii he passes a practical examination arranged by tho engineer and an instructor of tho Technical Scliooj, applicants: under ; 35 years to have the usual certificate,''; .Councillor Smith raised'tho point of jordor',. that a resolution ': moved without notice could not override a 'by-law.- This was uphold,-: Formal notice was then givon, the case in"'-question' being', left .in tho hands of tlio:'en2iueer.
