Councillor-' Smith moved:—"That: the •resolution" of January -11, regarding llio question of licenses bo rescinded " - Speaking to; the motion, Councillor Smith referred to a recent case,'.and explained that he had dooked up the city by-laws, which'provided for: master plumbers,' who required a certificate,. and a journeyman plumber who required a'- secomh-class certificate. - Ij'i the latter case,, a.man not'under,33 years and who had worked for fifteen years, tho'City: Engineer had discretionary power to pass a man. If Ins motion.;was.carried, it would mean that a man would be. appointed on his individual merits. .Councillor Short seconded the motion. Councillor : Lodder emphasised tho-necessity for. securing the ability to ensure proper sanitary work being done. Councillor Southgate was. in' favour of altering the by-iaw, to provide that a man bo examined .by;.;'practical questions. .If this were not done,. they would- have tho place inundated by men in similar positions. Tho Mayor remarked ;that tho-time would come when an inspector would havp. to bo appointed. Tho': mover agreed with a suggestion from ■ Councillor.Sojithnato'that it would suffice if a practical examination was drawn.up, and that- the" engineer pass, applicants with the Technical School Inspector. The 'motion-' was carried. . Councillor Southgate then moved :— ''That any applicant for a plumber's license, who has not a Technical School. certificate, if he proves that ho: has been at tho trade for fifteen years 'and. over 35 .years of age, to granted "tho" license ii he passes a practical examination arranged by tho engineer and an instructor of tho Technical Scliooj, applicants: under ; 35 years to have the usual certificate,''; .Councillor Smith raised'tho point of jordor',. that a resolution ': moved without notice could not override a 'by-law.- This was uphold,-: Formal notice was then givon, the case in"'-question' being', left .in tho hands of tlio:'en2iueer. "
