The Right Hon. Sir John Gorst sonds to "Public Opinion" somo valuablo commonts on the scare about war with Gormany. Ho says:—"A rivalry betweon Groat Britain and Gormany exists, and will continuo, but it is a rivalry in industry and commerce, not in war and conquest. Ido not wish to undcr-valuo tho high qualities of the British workman; ho is in many respects tho host worker in tho world; .but much , greater efforts aro mado in Germany to improvo tho knowledgo and character of tho worker than in our own country. It is tho Gorman technical schools and not tho German ironclads that aro tho greatost i monaco to British supremacy. Nothing is, in my judgment, moro wicked than to persuade the British peoplo to wasto their substanco in preparation for a war against Gormany, and I am astonishod that a man liko Lord Cromer should lond his countenance to this insane and profligate proposal. If wo aro really afraid of Germany displacing us from our position in tho world I would rathor sen our money spent in schools and technical institutes than squandered upon military preparations."
