In reference to tho Japaneso suggestion that a Conference of tho Powers bo held to discuss matters containing possibilities of friction in tho Pacific, the Consul-Generals of Germany and, Franco, interviewed, stated that they did not consider there wero any points of possible friction for Franco and Germany to discuss. ; The opinion is generally..held in foreign circles hero that the . only, likely, friction which could bo discussed is ono botween China and Japan on tho one sido and Amorica and Australia on the other. The Continental Powers have nothing to discuss, and would be foolish to allow themselves to bo dragged in. UNITED STATES, AND JAPAN. New York, October 26. President Roosevelt thanked tho Mikado for tho signal generosity, courtesy, and hospitality wherewith tho fleet was welcomed in Japan, and expressed America's deep appreciation.
