"Tlio Times" states that Britain, France, and' Russia are prepared to attend a conference of the Powers as disinterested Powers. Tho question of tho right of non-Turkish warships to pass tho Dardanelles will not be raised, but will bo reserved for future friendly adjustment. M. Isvolsky, Russian Minister for Foreign Affairs, is in complete agreement with Britain and Franco that, in considering the claims for compensation of Seryia and Montenegro, it must not be at tho expense of Turkey. Advices from Belgrade state that Servia will ask as compensation an international guarantee of the integrity of her territory. MOHAMMEDAN GRATITUDE. TURKISH POLICY HAS GOOD EFFECT IN INDIA. BULCARS' DESIGNS ON MACEDONIA. A CONCENTRATION. Constantinople, October 14. Turkish residents in Macedonia are uneasy'over the concentration of Bulgarian troops near Kratova, 38 miles east by north of Uskub. They fear an attempt will bo mado to annex Macedonia. Bulgarians in Macedonia are diligently drilling and arming, with a view to creating a diversion in the event of Bulgaria declaring'war against Turkey. [Kratova is a town of Turkey in Europo, with a population of 4500,.mainly Servians.! PAN-SERB MOVEMENT. ANTI-AUSTRIAN FEELING: A " HOLY' WAR." SERVIA AND MONTENEGRO. (Rec.
