TAFT'S CHANCES. OPINION AT WHITE HOUSE. i A MAJORITY OP ELECTORAL VOTES. (BI TELEGRAPH—PRESS ASSOCIATION—COrnttGUT.) (Rec. October 14, 10.5 p.m.) Now York, October 14. It is claimed at Whito House that Mr. W. H. Taft, the Republican candidate for tho Presidency, will have 306 votes in tho Electoral College. - METHOD OF. ELECTION. Undor the Apportionment Act of 1900, the electoral votes of tho States in 1908 will total 483, an absolute majority of which is necessary to a choice. So, if Whito Houso is correct, Mr. Taft will bo easily electcil. Tho modo of electing tho President is as followsßach Stato appoints, in such manner as tho Legislature thereof directs, a number of olectors, equal to tho whole number of Senators and Representatives to which the State may be entitled in tho Congress; but no Senator or Representative, or anyono holding office under Government, shall be appointed an elector Tho olectors for each Stato meet at their respective Stato capitals on a day appointed, and there voto for a President by ballot. Tho ballots * are then sent to Washington, and opened by the President of tho Senate in presence of Congress, and tho candidate who has received a majority of tho whole number of electoral votes cast is declared President for the ensuing term. If no one has a majority, then from tho three highest on the list the House of Eepresentatives eloots a President, the votes being taken by States, tho representation from each State having ono voto.
