In connection with tho seizuro by Bulgaria of the Oriental railway, Russia has addressed a memorandum to the signatories of tho Treaty of Berlin proposing that tho Oriental railways question should bo submitted to arbitration. I Baron Aehrenthal, Austrian Minister for Foreign Affairs, recognises that tho Treaty of Berlin is the juridical basis of tho matter, ! but foars that tho suggested examination would protract a settlement. FRENCH PROTEST. Paris, October 1. M. Pichon, French Foreign Minister, has, protested against the Bulgarian occupation of tho Orient railway. A FALSE POSITION. BULGARIA'S OPPORTUNITY. (Rec. October .3, 1.5 a.m.) London, October 2. The "Standard" says that Russia's proposal gives Bulgaria a chance to retreat from a false position without any serious loss of prestige. MACEDONIA. ITALY AND THE GENDARMERIE. (Rec. October 2, 11.40 p.m.) Rome, October 2. Signor Tittohi, Italian Minister for Foreign Affairs, in the new regime in Turkey, has decided that tho engagement of tho Italian gendarmerie officors in Macedonia should be renewed.
