PROTESTING POWERS. A PROPOSAL FOR ARBITRATION. BULGARIAN VIEWS. (BI TELEGRArH—riIESS ASSOCIATION —COPYRIGHT.) \ London, September 29. Germany' and Austria-Hungary have not only protested against Bulgaria's occupation of tho Orient Railway, but have also domanded its restoration. The Bulgarian Government states that it is unable to withdraw from its position, but reiterates its willingness to safeguard the company. It is understood that Turkey is willing to submit tho railway question to arbitration by Tho Hague Tribunal. SOME DENIALS. INDEPENDENCE NOT AIMED AT. (Rec. October 1, 0.40 a.m.) Sofia, September 30. It is semi-officially stated in Sofia that the question of making Bulgaria independent of Turkey has not been occupying the attention' of the Bulgarian Government, and that the railway seizure did not arise from the slighting by the Porte of the Bulgarian agent, M. Gueshoff (who did not receive from the new Turkish Government the usual diplomatic invitation). It is further stated that tho Bulgarian Government will endeavour to find a basis for satisfying the claims of tho owners of the railway, who on more than one occasion have expressed their readiness to sell their rights.
