Bulgaria officially declares that public feeling does not permit the su'rronder of tho Oriental railway, seized by her; but states that it is not intended to damage tho material or tho interests of tho owners. Tho matter, it is added, will bo sottled direct between tho Bulgarian Government and tho railway company.
