UPREST SUPPLY SPEECHES. ARBITRATION BILL PASSED, ' THE EDUCATION BILL. ■ ■ QUACKERY PREVENTION. - In tho Council yesterday afternoon ; there was a rather lively discussion on' a motion by tho Hon; T. K. Macdonald affirming the advisability of the' Government inviting competitive designs for .largo public, buildings. In addition to the ; Imprest Supply Bill, which was put through all its stages, eight minor Government Bills were read a first time, and two of .them went., through Committee arid ■were passed-. The Public Bodies' Leases Bill in Committee wis the occasion for renewed complaints by the , Hon. Mr. Anstey concerning the land . administration, of certain, bodies.,, . The Bill was . reported without amendment, but is to bo recommitted for Ministerial additions. • The reconstructed Quackery Prevention Bill was the subject of an interesting'discussion. It ' reached its' final stages, and .was passed. •-Tho, Councilsat both in the afternoon and the ovening.\ In tiie House, the fourth' Imprest 'Supply Bill was. introduced early in the' afternoon, and on-the motion to go into Committee! of Supply, members exercised their full privilege, of .debatingall round, the compass." The . remarks in tho main were disquisitions on subjects of which tile-speakers had made special studies.''.Other topics in the nature of " grievances " ' were introduced later in the .-day by'.tiie Opposition,'- to.'which; the Prime; Minister replied in the/evening, introducing'also some criticisms of Mr. Massoy's speech at Palmerstori North. .-....', V. Bill,; the' third reading of- the Industrial Conciliation .and 'Arbitration Act Amendment Bill was, proceeded ' with-, and,; completed at 11.30 amidst applause. . • :. : ;''V There, was then: a lively discussion on the reconstruction of the Quackery .-Prevention Bill, as returned from tho Council.
