Tho British merchantman Saxon Briton, from St. Petersburg, has been quarantined at Helsingfors, tho capital of Finland. Thero aro four cases of cholera aboard. BETTER NEWS FROM PHILIPPINES. (Rec. September 19, 0.30 a.m.) London, September 18. Tho Governor of the Philippines telegraphs that tho cholera is under control. Ho is convinced that an epidemic has been prevented.
