BULOW ON PEACE.
THE INTER-PARLIAMENTARY CONGRESS NATIONS' DIFFERENCES. A QUESTION OF MEANS, NOT ENDS. (DY TELEGRAPH—TRESS ASSOCIATION—COPYRIGHT.) (Rec. September 18, 10.45 p.m.) Berlin, September 18. The Inter-Parliamentary Union Congress, at which twenty-one countrios aro represented, has opened in Berlin. The Imperial Chancellor, Prince Bulow, in welcoming tho visitors, s&id he hoped that further successes would crown their beneficent aims. He recognised that tho majority of tho fellow citizons they represented were upholdors of concord, progress, and peace. Prince Bulow emphasised past co-operation between tho various jSovernments in the same direction, instancing international -treaties, and tho willingness of tho Powers to discuss subjects which they considered to be ripe for discussion. Differences of opinion related to means, not to ends. Lovo of peaco did not signify lack of patriotism. Those were patriots who were striving to prevent conflicts by combating ignorance, rancour, and misguided ambitions. Prince Bulow added:— Germany, enlightened by the cruel lossons of three centuries, wishes to be, and must bo, strong enough to defend her soil, her dignity, and her independence. She does not, and will not, abuse her strength. Sho desires peace, based on right and justice. Sho has proved her sincerity by maintaining peace for so many years. The remarks of tho Chancellor were greeted with prolonged applause. Tho •, Congress passed a resolution thanking the Kaiser for his recent energetic utterances iu favour of tho maintenance of universal peace.
