The Court of Arbitration as projected by the President bf the Board of Trade, . Mr. Winston Churchill, will bo constantly varied, as regards personnel, owing; to the vpry nature of its constitution. ■' Where requested, the Board of Trade will appoint technical assessors to explain the peculiar conditions of any trade,, but these, assessors will not have a vote?' There will be a special panel, if possible, of chairmen, to consist of persons, of. eminence and impartiality.. The projected Court will be operative when needed, no new legislation being necessarj;. The newspapers praise the scheme. The fact that no new legislation is necessary proves ■what was not made-, clear in yesterday's message, viz.: that the- new Arbitration Court will not have compulsory powers. Tile Board of Trade has legislative power to set up conciliation boards, but not to enforce" a settlement.
