The "Kolnischo Zeitung" (published in Cologne) publishes a statement by its Berlin correspondent, who affirms that the German Minister at Tangier, while showing that Ermiki's arrest has been interpreted in many quarters as an Azizist success, intimated that ho is unable to demand Ermiki's rolease, inasmuch aS ho is not a German protege. Morocco, September 14. El Menebhi, ex-Minister for War, lias announced that it is untrue that Mulai Hafid has declared a special predilection for Germany. FRANCO-SPANISH PROPOSALS. ITALY APPROVES. MILITARY BILLS AND INDEMNITIES. (Rec. September 16, 11.13 p.m.) London, September 15. The conditions embodied in the FrancoSpanish Note as pre-requisites to the recognition of Mulai Hafid as Sultau of Morocco relate the guarantees common to all foreign interests, and include an official disavowal by Mulai Hafid of a jehad (holy war against foreigners). They also include a stipulation that the Powers, after the recognition of Mulai Hafid, shall retain the right to advance claims affecting their separate interests, including repayment of military expenditure inourred by the disturbances in Morocco, also indemnities for the murders of subjects of the Powers in Morocco.
The Italian Minister for Foreign Affairs, Signor Tittoni, gave the document a very favourable reception, ajid expressed satisfaction at the moderation of its terms.
The approval of Italy, as Germany's ally and a member of the Triple Alliance, is important. The French bill for military occupation must be very heavy.
