KATSURA'S POLICY. ADDRESS TO BANKERS' CLUB. RIGID ECONOMY. (at tel/Bokapji—raiss associatiok— coptmaHT.) (Rec. September 11, 10.30 p.m.) London, Soptember 11. Router reports that the Marquis Katsura, fcho new Premier of Japan, addressing tho Bankers' Club, outlined Japan's policy as rigid economy. That policy was now fixed, and would, ho said, place the world's hope of peace on a surer foundation. Tho Marquis Katsura has suffered in tho causo of peace, for the Peace of Portsmouth, putting an end to tho war with Russia, was unpopular in Tokio, and led to tho fall of his former Ministry. His continued adherence to a peaco policy may nowadays bring him more credit, since Japan is feeling the financial burden. It was stated in August that the Katsura Government had decided to curtail expenditure by twenty millions, 30 por cent, being taken off the army and 10 per cent, off the navy estimates.
