NEW DAIRY REGULATIONS
PROPOSALS ISSUED. SWEEPING PROVISIONS. INTERESTING NEW FEATURES. The long-expected new dairy regulations were laid on tho table of the House of Representatives yesterday, in the form proposed by tho Minister for Agriculture. They aro much more comprehensive than tho regular i tions they aro to supersede. Wo give, con- ' donsed, tho main proposals:— Interpretation. For tlio purpose _of the regulations "Dairy" means and includes any farm, stockyard, milking-yard, paddock, shed, stable, ! stall, or any other place where cows from which the milk-supply of a dairy is obtained aro depastured, kept, or milked, and includes any place where milk or cream is collected, deposited, treated, separated, prepared, or manufactured into butter or chees6 on tho farm; but does not include (a) any milk-shop, or any factory, skimming-station, or other premises used for the manufacture, milling, blending, tinning, or packing of butter or cheese, or tho manufacture of condensed, preserved, or dried milk; nor (b) any farm where the whole of the milk produced, whether used as milk or cream, or manufactured on the premises into butter or checso, is consumed by persons resident or employed thereon. Diseases. "Infectious or contagious disease" means typhus fever, enteric fever, scarlet fever, bubonic plague, small-pox, diphtheria, tuberculosis, rodent ulcer, malignant diseases, venereal diseasos, and any other disease that the Governor by Order-in-Council gazetted declares to be an infectious or contagious disease within the meaning of the Act. Registration Fee. The registration fee, formerly 55., is now Is. per annum for a dairy of not more than two cows in milk; ss. for not more than 10, and 10s. for over ten cows. Sheds and Floors. Sheds must bo suited for milking purposes. Air space in shed, 600 cubic feet per cow. Floor "of an even surface, and formed of concrete or othei> material impervious to water." A suitable gutter, conuectcd with outlet drain. Insides of walls and roof swept at least monthly, but not within two hours before a milking. Insiaes of walls and woodwork whitewashed, : and rccoated in July and January every year—oftcner if instructed by inspector, and first scraped, if required. Scurccs of Contamination. Manure, etc., removed 30ft. away within two hour,s aftor milking, and floor cleansed. No milkhouso, etc., to bo within 30ft. (or 00ft. if to leeward in respect of prevailing wind) of "cowshed, stable, stockyard, milkingyard, fowlhouse, fowlrun, calfpen, calf-feeding trough, manuro heap, cesspool, closet, urinal, liquid-manure tank, or any other building the contents of which would bo likely to contaminate dairy produce, or within 50yds. of any piggery." No cowshed or building where cows are kept, or milking yard or stock yard used in connection with tho milking of cows, shall be within 30ft. of stable, fowlhouse and run, calfpen and trough, manuro heap, etc., oi 50yds. of a piggery. No open water supply to be within 50yd«. of a piggery. No cowshed to be within 30ft. of any dwelling; and in a city or borough of 5000 persons or over, no cowshed to bo within 100 ft. of any dwellinghouso, or any boundary. , , Tho Concrete Raco. < Sheds feiSf cows, but 1 fcrs unablo to stall tbem all at once, must have oither an adequate yard attached, or with concreted or paved floor, or an adequate yard 30ft. distant connected by., a race concreted or paved.' . .. •■, ■■■.■• Clauses provido for tho ventilation and drainage of cowsheds, milk houses, etc.; adequate wat-er supply, l contamination .of water supplies ;■ proper repair of, and fourteen days' notification of proposed alterations to, buildings, etc. Clean Men, Clean Cows, Glean Milk. Persons handling milk must be clean in' person and clothes. Milkers must wash hands before milking or handling milk, and after every cow. No milk to be drawn from an unwashed udder and teats. ' • Strained and Cooled. Strain all milk through approved strainer. If not immediately separated, milk must be cooled by method approved by inspector. If milk immediately separated, cream mußt be cooled forthwith. The Washing of Utensils, Etc. Buckets and other utensils must be rinsed with cold water, washed with warm water, scrubbed; scalded by steam- or water, and drained fully exposed to the air; the wash-' ing of buckets to be begun within an hour after milking, and finished within an hour later, and times of cloansing other utensils provided for. - Milk cans used, for skim milk or whey must bo emptied and clcansed immediately on return. _ No utensils to bo used in which tho joints aro not soldered, or whioh contain rust. Inspectors may brand with broad arrows any utensils tlioy condemn. Every can must bear owner's name. Every cart and other mill: conveyanca must bear owner's name iu 2-inch letters. Separators and milking machines must be washed, clcansed, and scalded immediately after every use. infectious Disease. Every dairyman must notify the inspector immediately of tho outbreak of 1 any of . the infectious diseases abovo stated on or about his premises in hunian beings or his cattle. Employment of persons suffering from, or coming into contact with, infectious disease is forbidden. ' To sell, givo away, feed to stock, or allow , to be used for human consumption milk from au animal diseased ,o'r unhealthy, or from an animal within four clear days after, calving' is prohibited. _ ... Sleeping of human beings in milk-, house, etc.', is forbidden; and fowls, pigeons, or other animals than cows, and calves aro . not to be admitted. Milk conveyance must not be used for carriage of livo or dead animals, or manure, or '• pigs' food, or other material likely to contaminate. Appeals. Appeals to tho chief inspector of stock may be made in regard to iru-jvcctors' orders concerning the whitewashing clause and tho cooling appliances j and au officer will then bo sent'to investigate and give, a binding decision... ' " The Penalty. Tho penalty for a breach of a regulation is five pounds. The regulations will go before the Stock Committee, and evidence will be taken upon them.
