THE EDUCATION BILL. - APPOINTMENT OF TEACHERS. A UNIFORM SCHOOL BOOK. A GOVERNMENT DEFEAT. . i The Legislative Council yesterday spent much time trying to adjust the relations of owner and lesseo under the Christchurch City Sanitation Bill, but finality was not reached. Twelve minor measures were advanced a sta^eA gotid deal of the first portion of the afternoon in tho Houso was occupied in re-' ceiving and discussing reports from Select Committees, i From this tho House passed on to Ministerial replies to questions, the debate upon which occupied the time until the dinner adjournment. In the. evening the Education Bill was taken in .Coirimittee. '. The chief, debate centred on the method of the appointment of teachers and ythe system of promotion. Mr. Wilford moved a new clauso providing for a uniform,.school book. The result wis a Government defeat, the new clauso being carried by 30 to 23. Tho Minister.'for Education, after' consultation with ' the Premier, moved ;to report. progress, saying he would not accept the new clause. 'The House rose at 1.23. * . -•This is the third occasion upon which tho Government ■ have been defeated upon ■ this question. The last occasion was on August 27, when .the .Estimates were under consideration. In each' case the mover was Mr/Wilford. ' '
