WAR LOSSES GRANT. EFFECT OF RECENT ATTACK. AN ALLEGED EVASION OP PAYMENT. (BY TELEGRAPH—PRESS ASSOCIATION—COFTBIGHT.) (Rec. August 27, 11.12 p.m. London, August 27. The Johannesburg correspondent of "The Times," referring to the attack made on Lord Milner (formerly High Commissioner of South Africa) by General Botha, Premier of the Transvaal, says that General onslaught is attributed to his,desire tq .afford, justification to the people in refusing to pay for animals that they allege wero sold to them at an excessive price during the work of repatriation, also to justify the Transvaal Government in refraining from exacting payment from such people. The effect of the speech, the correspondent adds, has been to largely destroy tbo possibility of any confidence i by the Opposition party in the Government's, professions bf a desire for conciliation.. . General Botha, Premier of the Transvaal, speaking in the Legislative Assembly, said that, the administration of Lord Milner (formerly High Commissioner for South Africa) had been the most unfortunate thing that had ever happened in the Transvaal. The' distribution of the three million" grant was the ugliest incident in the Transvaal's history.
