The effect of the speech, the correspondent adds, has been to largely destroy tbo possibility of any confidence i by the Opposition party in the Government's, professions bf a desire for conciliation.. . General Botha, Premier of the Transvaal, speaking in the Legislative Assembly, said that, the administration of Lord Milner (formerly High Commissioner for South Africa) had been the most unfortunate thing that had ever happened in the Transvaal. The' distribution of the three million" grant was the ugliest incident in the Transvaal's history.
