For the safety of ships, Mr. Lloyd-George's Merchant Shipping Act, 190G, makes safeguards as to load lines; and to meet the complaint that foreign ships wero competing unfairly by overloading the Act makes foreign ships subject to British trade regulations against overloading, unseaworthiness, etc. This provision raised some, differences with continental countries, which were adjusted by negotiation. There are now some German protests against another of the measures passed by Mr. Lloyd-George when President of the Board of Trade, the Patents Act, which compels the working of foreign-held patents in Britain, under penalty of loss of patent rights.
