Mr. Scamniell, lato Immigration Agent for Western Australia, has concluded a tour of the different States of tho Commonwealth, during which ho succeeded in establishing Citizens' Leagues of Welcome for Immigrants in Perth, Melbourne, and Brisbane. Ho also made arrangements for tho establishment of a similar organisation in Sydney. Tho objcct of tho leagues is to extend a friendly hand to new arrivals. _ Tho movement has tho sympathy of the different Gov■ernninnts.
