The Legislative Council at Bloemfontein read a second time a Bill placing the English and Dutch languages on an .equal footing as media for instruction.' The Bill referred to,is .the Education Bill, one of the first measures of the Fischer Government (Boer or Afrikander party), which came into power under tho new Constitution of the. Orange Diver Colony. Under the Bill Dutch and English are placed on a footing of equality is media of instruction, the use' of one or the other to bo left to tho option of the parents in any district. The Constitutional (Opposition) party, under Sir John Frdsor, opposed tho Bill in the Legislative Assembly, but it was generally recognised that Mr. Fischer's majority in that body assured the passage of tho Bill. The news that it has been read a second time in the 'Legislative Council may bo regarded as assuring tho Bill's passage.
