. FINANCING CANADA'S CHOPS. In tho autumn months,. wlien it becomes necessarv to move tho harvested crops to the seaboard for shipment, thero is generally monetary stringency, and last ,• year both tho United States and Canada suffered severely, but measures have been taken to prevent a of the trouble. The plan outlined in Canada, and which was to have received Parliamentary sanction, is to.a certain extent modelled on the German system. There is provision, to authorise the chartered banks .to . issue . excess or emergency circulation, in addition to the rights thoy now enjoy, equal" to 15 per cent. of. combined capitals and reserve funds, or surpluses. Thcso notes are to bo identical in form and substance with the ordinary or normal issues.. Thoy will oe a first lien on ■ the banking assets, and be covered by mutual guarantee. To ensure as much -as possible that this enhanced right to create currency., will.- be used for the purposo of moving the crops, it is stipulated that the privilege may bo availed of only during the .last .foflr.,nipnths, l of. the calendar year. The oiiiergencj-'issue 1 is to pay a-tax of 5 per cent. This., feature, of the law is, Considered, by financiers. tq;bo one of great value, since it affords far', more, protection 'that tho laws in the. States safeguarding'.the . national : banks. It. is calculated that the effect of the new law will bo to add about .£. r >,000,000 to tho, sum available for circulation' by tho Canadian Banks, thus making , the .total available circulation at least .£25,000,000: *
