Tho Federal Premier, Mr. Deakin, speaking pt Ballarat, sfiitj the Government had been informed that it would receive about tho piddle of next month a draft scheme from Jihe Lords of the Admiralty, prepared in accordance with what he believed to be the desire of tho Australian people in the matter of naval defence.
Mr. Deakin said ho hoped tho Defenco Bill jvpuld be pasped by the end of the yoar, and |!}at the creatiqn of the first National Guard would fee effeoted before the end pf next' ypar.
