MACEDONIA. REFORM PROPOSALS WITHDRAWN. (Rec. August 9, 4.30 p.m.) London, Aucust 8. Tho Anglo-Russian Macedonian reform proposals have been withdrawn. THE NEW AUTONOMY TO HAVE A CHANCE. It was understood at Paris about a week ago these proposals were to be allowed to remain in abeyance in view of the new situation in Turkey created by the Sultan's granting of a constitution. Sir Edward Grey, British Secretary for Foreign Affairs, bad previously stated in a speech that Britain's aims in Macedonia had never been political. In welcoming the Sultan's proclamation of a constitution, lie remarked that if the Turks were going to improve the system of government for Turkey, that would benefit Moslems and Christians alike. The Macedonia question might be dealt with in a better way. than by partial reforms forced upon Turkey by tho Powers. Britain's attitude, has apparently pleased tho Ottoman- populace, and lias placed British prestige much higher in Constantinople than it has been for some years.
