The Governor, Lord I'lunket, accompanied by Lady Plunket, will arrive in Auckland via the West Coast by tho Takapuna oil Friday in connection, with the .visit of the American Fleet. In the next,eight years a sum of 100 millions will bo needed for railway construction and development in India. They think that nine millions a year should bo raised in England by tho issuo of ordinary India stock and Debenture stock and share capital by 'guaranteed companies. Tho remainder would usually bo obtainable in India. Tho committoo also recommend' a reconstruction of the Railway Board. Tho total present, mileage of Indian railways, not taking account of double track or sidings, is 29,097 miles, on which £286,500,000 has been expended. ' Messrs.
