Auckland, August 4. The Governor, Lord I'lunket, accompanied by Lady Plunket, will arrive in Auckland via the West Coast by tho Takapuna oil Friday in connection, with the .visit of the American Fleet. Captain Lyon, A.D.C., ivith their Excellencies' Household, arrives in Auckland by the Tutaiiekai from-Napier tomorrow. In the next,eight years a sum of 100 millions will bo needed for railway construction and development in India. This is, tho estimate of tho Select Committeo appointed last year to inquiro into Indian railway fmanco and administration, according to the report just issued. Tho committeo recommend that' a standard of annual expenditure on Indian railways should bo fixed periodically by the Government, and that it be settled at present at 12-J millions annually, giving the figure mentioned as tho expenditure of the first eight yoars. They think that nine millions a year should bo raised in England by tho issuo of ordinary India stock and Debenture stock and share capital by 'guaranteed companies. Tho remainder would usually bo obtainable in India. Tho committoo also recommend' a reconstruction of the Railway Board. Tho total present, mileage of Indian railways, not taking account of double track or sidings, is 29,097 miles, on which £286,500,000 has been expended. ' Messrs.
