AT WEST POINT. HIGH-BORN OFFENDERS ESCAPE EXPULSION. (bt telegraph—press association—copyright.) New York, August 3. Eight cadets at West Point Military Academy "ragged" a student, who diet! from the effects. President Roosevelt at first approved ,an order for their expulsion from the Academy. He subsequently cancelled it, on tho ground that they were manly fellows, over-full of spirits. The cadets bolonged to good families.'
