—_ . MONTHLY MEETING. COOKERY CAPITATION. The monthly meeting of the Wellington Education Board was held yesterday, thero being present:—Mr. Robert Lee (Chairman), and Messrs. J. G. W. Aitken, ALP., J. Ivebbell, A. W. Hogg, M.P., A. H. Vile, W. C. Buchanan, W. H. Field, M.P., and Captain T. W. M'Donald. Tho monthly statement of finances showed that the following acounts were in credit: — • General account, £1149 Bs. 3d.; technical account, £78; manual and technical, £605 4b. 4d.; teachers' salaries, £41 17s. 7d.; deposit account, £15 15s. 9d.; total amount in credit, £1890 ss. lid. In debit—buildinpc account, £2409 9s. 3d.; secondary acnunfc, £26 19s. 3d. < I'otal debit, £2436 Bs. 6d. There is, therefore, a debit balance, as on July 28, of £546 2s. 7d. • as against a credit balance of £554 2s. Bd. for .the previous month. The contract. lia-^. • bilities _ (including sites) were set down'at , £3574 os. Gd. The pay-sheet, amounting to £9139 ss. lid., v.'as passed.. I CORRESPONDENCE. ■ Correspondence was received from the Government referring to a.' request for a . grant of reclaimed land at Kaiwarra, the inspection; of private schools, grants, for school buildings, and the school children's ■ donations for tho "Canadian Battlefields" purchase scheme in collection with tho Quobec Tercentenary Celobrations. Kaiwarra: It was pointed out that it would be impossible to arrange for a grant of land i 'from-the railway reclamation. Tho Board ! . must be prepared to purchase such land if re- . .quired. : • , Private Schools: The Department forwarded particulars of the system-to be followed in : connection with those private schools. which : ! desired .to be examined by the Board's in- - spectors. * , ; Waikanae School: A grant of £483 was re- i ceived towards the construction of the new . . school at Waikanae, the Board to find the balance. ; • Canadian Battlefields:' The Education Department, in explanation of its action in for- ; Warding a direct invitation to the Schools to--1 subscribe to an Imperial Fund for tho pur- ; chase of famous Canadian battlefields, a project initiated ,in collection With the Quebec Centenary Celebrations, - said that the time allowed for action to be taken was so short that it had been decided to forward circular's to tho direct, and this Was done when tho school journals were sent out. ■ . Mr. Aitken ' said that tho New Zealand Government had already sent £1000. - ■ Hogg':-A••handsome contribution.' Mr. Aitken,-continuing, doubted the wisdom of tho scheme initiated by the Education Deparment. The response would be so poor that it would not bo .worth while. .Mr. Hogg agreed. i Tho Secretary (Mr. G. L. Stewart) stated that contributions had been recoived so far from about 1 40 schools." Tho.amounts' ranged from a few pence upwards. ' Otaki School: The request of the Otaki School Committee that tho manuaJ and technical roonvat the school be lined and .painted was Granted. 1 , ' ; ' •; Petone: The question of the appointment of a teacher in-cookery for PetOno was left in the hands of the 'inspectors. Hautere Cross, Otaki. Gorge: Consideration of an application for tile establishment of a school at Hautere Cross, Otaki Gorge, ' was deferred till the nest meeting.. i Putara: The residents" of Putara, about fiyo miles from Nireaha, in the Eketahuna ; district, applied to have a school cs.tab : : lished in their district, and offered a cont-ri- ' bution of fi'om £40. to £50. Tho matter was ' left in tho hands of tho Board's executive ! officer;. !•' " Vogeltown: It was decided that the applV cants for the establishment'of a school at , Vogeltown bo informed that the question of ; increasing tho accommodation at Brooklyn , was at present engaging tho attention, of the Board, and that;. any: .undertaking-!in-' the. . vicinity of that district would prejudice the carrying out of this urgent,, work. ~ • ■' Fernridge: The Chairman of the Fernridge School Comniitteo waited .upon the Board .' with reference to'certaili matters 'which, he » ■ stated, .were of urgent moment. The,.question .of repairs and' sanitation, had exercised .their . minds' for" the past'two' yearsi ,He: • urged that, the .Bqaifa, nieet the,.lrishes of tho Committee. ■•' -7" - The Secretary (Mr.' G.. L. Stewart) , said ■ that, with', reference ..to..;tho question of a septic tank installation at. Fernridge, - the District Health. Officer had''stated.!that' tho sanitary arrangements'-at' Fernridge were far from satisfactory. He had reported in favour of septic installations, . 6ii. general grounds,,but. did not consider, such to bo vitally, necessary in ' schools of less than 100 ' children in attendance. An efficient night-soil system of sanitation woukl-be ; quite as-effec-, . tive. Only in, very .special cases,:; said the, report, would the expenditure oii; .septic tank installations be justifiable,' and'.these! could' riot bo, treated as creating-,a precedent. .It was'decided.that the question jof sanita-- ■ tion bo held ovei', pending a further, report regarding the septic. tank system,', arid that Certain , repairs - to the teacher's 'residence, fencing, and .bath room •accommodation, bo, carried out immediately. "! : 1 ' .. . Capitation 'oil Manual!', and. -Technical Classes Further consideration was. given .to , the proposal of tho.Auckland Technical Board,, forwarded. oil by the. Wellingtoil Technical School Board last month,' that the Wellington ■ Board and other Boards should co-operate with. the Auckland,! . Board. in ~ protesting against the 'Government's.proposal to lower i the . capitation rates allowed on cookery .classes. Mr. Field. objected to any proposal in tho direction of reducing grants'.m aid of tech- ■ nical education. ; Mr. Hogg agreed,, and deprecated tho. tendency of some people -to-give.expression to opinions which, implied that technical education was■ being fostered at'the expense .of the primary schools. . . .. .. . It was finally resolved, on the motion of Mr. Hogg, that the Board could not see its way to join in any protest beyondjsupporting an objection to reduce the capitation allow : ance for cookery. . , ; ,- FINANCE AND WORKS COMMITTEE! Tho Finance and Works 'Committee re- . commended• that: —' '' • ' 1. Grants be authorised for' works at ,Te Aro, repairs ,and renewal- of. spouting; Matarawa, general repairs and improvements', . school remaining on present site; Wadestown, •improvements already authorised; Rosoneath, grant, comniitteo contributing' about ! twothirds of the Whole cost; Whakataki, new gates;, Mount Cook, minor repairs;. Mount • Cook Girls' School; re-erection fence; Range Road, fencing at view site; Mauricoville ~ blinds. ■ ' ' • 2. Applications for works at the undermentioned schools be referred to the Clerk of Works for report: — Tablelands;- Mangaoronga; Eketahuna, road grading, authority to bo given to chairman to tako action if necessary';, Kaitara, residence; Mangatainoka; Epuni, repairs. 3. The following applications be-deferred until the autumh:—Te Aro, ground improve- , monts; Petone, grading. . 4. The following be declined: — Rongo- . kokako, unauthorised expenditure; Konini, unauthorised expenditure; - Waione,; additions to residence. Tho recommendations wero adopted. The inspectors' recommendations for providing hyloplato. at 27 •schools-wore .also - adopted. Certain repairs and .improvements recommended by tho inspectors are -to bo : carried out as nieaiis permit. The Finance Committee also mado the following recommendations regarding school sites■ ■. • Mangaoronga.—That Mr. Turner be grailted leave to occupy section 160, block X, ( Mangaone, in consideration of his providing a room for tho accommodation of Mangao- • ronga school children; Nikau—that, for the convenience of tho teacher, the residence on • the site be allowed to remain, subject to „ one month's notice that it be removed; Bal- l f lance —that the' reserve be 'fenced"for .teach- j ers use', on cqhdition' that he' pay i-eiit of j paddock obtained for accommodation of s horses.;' Hukanui—that fencing be erected 'j for horse paddock. • The vecommondations were, adopted. In view of the recent narrow escape of several buildings from destruction by fire, teachers and. committees are to be enjoined by circular/to'exercise continued and increased vigilance.
