The Irish University Bill has passed through tho report stage. • The Nonconformists vainly endeavoured to insert a clause to compel students in affiliated institutions to complete two academical years in tho constituent college of the University of Dublin or Belfast before obtaining a degree. While refusing to accept this ■ amendment, Mr. Birrell (Secretary for Ireland) agreed to omit from tho Bill a concession which allowed the erection from private funds of chapels within the precincts of the constituent colleges. Mr. John Redmond, Leader of the Nationalists, expressed deep regret at Mr. Birrell's withdrawal of this concession.
