President Roosevelt—whose battleship programme was recently out down by Congress from four now ships to two—doliverod an interesting address to naval men at Newport. Tho President said, that tho battleships' cruise around South America showed the reality of tho Monroe Doctrine. He wanted a first-class fighting navy or none at,all; a purely .'dofonsive navy was almost worthless. Tho United States' coasts, lie added, must .be protected by fortifications, thus making tho navy free to seek out and destroy an enemy. FLEET SAILS FOR AUCKLAND. '■ Honolulu, July 23. The United States battleship fleet, .under Admiral Sperry, has sailed from Honolulu for Auckland.
