He also declared that tho stato of industrial unrest was more acute now than it' Had been sirico 1890. Mr.'. Barber in his speech devoted a deal of, attention:to the importation of.timber, protesting'against an increase cf duty, and suggesting .tho-advantages of entirely' abolishing tlio duty.
