Responding to conciliatory newspaper articles by M. Gervais, a French deputy, Herr Erneberger, Reporter of tho War Budget in tho Reichstag, suggested that it would bo easy to arrange a complete settlement of tho Moroccan difficulty if a better understanding between Franco and Germany wero established. Even tho Macedonian problem might be solved if France and Germany becam'o joint mediators between the Powers. THE TSAR ANO THE PRESIDENT. FRENCH BALTIC CRUISE. (uY TELEGRAPH—PRESS ASSOCIATION—COPYRIGHT,) (Rec. July 20, 10.12 p.m.) Paris, July 20. President Fallieres and M. Pichon, Minister for Foreign Affairs, aboard the battleship Verito, have started to visit the Tsar and the Kings of Sweden and Denmark. Britain and France were not parties to the treaty for maintenance of tho status quo in tho Baltic, signed in April last by Russia, Germany, Sweden, and Denmark. Thoy are, however, parties to tho treaty of 185G, with Russia, undor which Russia undertakes not to fortify tho Aland islands. The present French, cruise was projected about the. time when the Tsar and the King met.
