Mr. Keir Hardio, in a debate in tho House of Commons, applied to the acts of tho Tsar's Government, the word "atrocities," ivhicli ha was'compelled to withdraw. The Speaker would not accept from him an amendment threatening to-withdraw the Ambassador from St. Petersburg.
