In the third reading debate in the Houso of Commons on tho Old Ago Pensions Bill, Mr. 6. S. Bowles (Conservative member for the Norwood division of Lambeth) moved the rejection of the Bill. This was defeated by 315 votes to 10, and the Bill was read a third time. Mr. C. F. G. Mastennan (Under-Secretary to tho Local Government Board) ably defended tho Bill, admitting that it was a great experiment. ~ Mr. Snowden (Labour member for Blackburn), in a bitter speech on behalf of tho Labour party, avowed tho total absence of any feeling of gratitude to tho Government for this Bill. Mr. C. Fenwick (Labour membor for Wansbeck division of Northumberland) refused to rogard as paltry the boon which the Bill conferred, and said ho believed if; would bring consolation to thousands of homes. Tho Leader of the Opposition, Mr. Balfour, depicto'd tho annual cost of tho pensions at 11} millions. Tho Chancellor of tho Exchequer, Mr. Lloyd-George, statod that the Bill would benefit 572,000 persons. , Mr. Balfour did not vote on tho division.
