There is a great outcry against the United States Secretary for War (Mr. Taft) ordering a million and a half yards of khaki in England for the army and constabulary in the Philippines. President Roosevelt, fearing tho effect of this on tho Presidential campaign prospects of Mr. Taft, cancelled tho contracts ponding an investigation into tho circumstances of tho case. DEMOCRATIC CONVENTION. (Rec. July 10, 11.20 p.m.) Nov/ York, July 10. In connection with tho Democrat Convention at Denver, a committee is still preparing the platform.
