The Labour Conference determined that the Federal Labour party should not enter into an alliance with any other party. ■A' proposal that tho caucus should -be given the right of appointing a Labour Ministry, in the event of the party coming into power, was adopted. A compromise was reached on tho question of defense by division of the plank into two,' the first plank providing for a citizen ■ defence force, with compulsory military; training and an Australian-owned and controlled navy; the second that the military and navil "expenditure be allotted from direct taxation - . • , ' A resolution was passed in favour of the adoption of penny postage throughout the Commonwealth; It was decided that the next conference be held at Hobart in 1910. . While there is penny' postage between the United' States and Britain, it does not y exist among the federated. States of tho Cqmmonwealth. Says a Sydney paper: "Here in New South Wales we have a mixed arrangement of affairs. * To certain places and witt>i certain radii a 'penny stamp oarries a letter; but to and from other places in the State a ; twopenny . stamp must be affixed. South Australia, is iin a still more!, uncomfortable position.; If one drops a letter into a pillarbox for a person in the next street one must Eay twopence for the carriage. Before we eprin to set the pace for the world in tli; matter •of postage we should set our own house in order."
