Taubman Goldio (founder of Nigeria), addressing the National Defence Association, made a strong protest against the recent reductions in the regular army, and referred to the national danger arising therefrom. Ho recommended that the nation should do its utmost to securo the success of the territorial scheme. _ Official reports show that 183,000 men have joined the territorials,

Lord Kol>ci'ts>, Vho lias supported what bo deems the strong points of Mr. Haldane's schemo with tho same etnphasis as ha has criticised the points he considers weak, maintains that, with a territorial army so 1 constituted, the regular or expeditionary force will be hampered. He stated in the House of Lords; on Hay 18, that the territorial artillery on the scale proposed would be a source of danger both in peace and in war—in peace becauso its existence would lull the public into a fatso sense of security, and in war because of its inability to afford the necessary support to tho other arms,or to,cope with the trained artillery to which it'would be opposed. "Artillery cannot be improvised in the hour of danger. Artillerymen must be trained before the crisis and not. after. We are deliberately adopting a policy in peace which would entail interference with the strategic liberty of our expeditionary force in war. That is an impossible foundation for our military policy, and one for which neither history, nor common sense can give any warrant." ,

The Eight Hon. Sir Geo. Taubman Goldie, founder of Nigeria, ivhere he led several campaigns, added to the British Empire provinces five or six times tlie'size of Great Britain, with a population estimated , at between '10 and 20 millions. Ho is one of the Royal Commissioners who investigated the conduct of the Boer War and the war' stores scandal. He is president of the Royal Geographical Society.
