In : connection with the finances, it is understood that the Government's successors will follow the same-.genoral policy, including retrenchment. . The Japanese_ Prime Minister was Marquis Saionji. This is not the first time the Saionji Cabinet has resigned, or tried to resign. The i Government's financial estimates did not suit the "Elder Statesmen," who stand for prudence; but as the resignation came at an inconvenient .moment, tho Emperor, acting on the advice of Prince Ito, ordered the Cabinet to roniain in office, but accented the resignations of the Ministers of Finance and Communications. Party groups in Japan are a mazo to Europeans. "The only, figures," says a correspondent, "that stand eminent abovo the turmoil, as thoy have always stood, are the Elder Statesmen." ■
