PAUPERS IN ENGLAND.
■ The returns of pauperism continue to make depressing readiDg. On March 31 tho rate per 1000 o£ tho population of England and Wales.was 23.1, compared with 22.7 on the corresponding day last year. Indoor pauperism at 7.7 per 1000 was higher than in' any previous . year. . In. London 80,505 indoor paupers made a highest on record of 16.9' per 1000 of inhabitants. The following table shows the'number of indoor, outdoor, and casual paupers in England and Wales at tho end of March in 1907 and 1908:— r '• ■ 1907. 1908. ■ ' indoor paupers ... 250,310 270,280 Outdoor paupers'... 529,291 53/,355 Casual paupers ... 10,287 12,038 Total ... ... 795,888 819,673 Thus at the end of March this year thore was an excess of 23,785 paupers over tho corresponding figures of last year.
