The sudden birth of Constitutionalism in Persia and tho struggles of tho New Parliament aro to a groat extent analogous to similar conditions prevailing in Russia, and on several occasion tho positions of tho Russian Duma and the Persian Parliament have been compared. The'analogy is carried a point farthor by tho dissolution of tho'Porsian Parliament anil tho promise to convene another. /The Shah is evidently modelling himself on the Tsar, aiul if lie proceeds to restrict the franchise so that in tho: next Parliament the election of "pious and patriotic" deputies will bo more or less assured. the parallel will bo still moro perfect. The Tsar, however, has dissolved two Dumas, so tho Shah has still a good deal of ground to make up. No doubt in his present courso of action ho will look to St. Petersburg for sympathy and moral support.
