ACTION OF GERMAN PATENTEES. Under date February 14, "The Times" states: "The new English Patent Law of January 1, 1908, which provides for the compulsory exerciao of existing patonts within twelve months of the promulgation of tho Act, and of patents granted under tho Act within a period of four years after the concession of the patent, has been communicated by tho Patent Office to a number of Gorman firms, especially in the chomical industry. A large number of German patentholders are consequently trying to find facilities for producing their inventions in England, in order to take the fullest advantage of their existing rights. Licenses are being granted to English manufacturing firms, and in somo instances German manufacturers are opening branch establishments in England. Thus tho Hochsto colour works havo secured a site for their Works at EUesmere Port, near Chester, and this example has been followed by an important firm of Elberfeld colour makers. It is recognised that the effect of tho new Eng■lish Patent Act is to place a check on the system' under which foreign manufacturers were enabled to tako out patents in England without any intention of working them hero. It was stated recently in tho House of Commons, on behalf of the Government, that the German and tho United States Governments had made representations to the British Government on tho subject of certain • provisions of the Act. Tho German objection, it would appear, relates to the "compulsory working" ana "revocation of patent" sections.- On March G tho German Minister of tho Interior stated in the Reichstag that the British Government had -informed Germany that Britain could only resume negotiations after ample experience had been gained of tho working of/tho new provisions of tho Act.
